HYDERABAD, Aug 30: The members of the Hyderabad District Council have expressed dissatisfaction over the treatment meted out to them by the district Nazim, Dr Makhdoom Rafiquzzaman, DCO, Mir Hussain Ali, and the EDOs.
Speaking at the session of the district council here on Friday, they criticized the attitude of the bureaucrats and accused them of hatching a conspiracy to bring a bad name to the elected representatives of the union, taluka and district councils.
They called upon the National Reconstruction Bureau to review and restructure the devolution system to make it workable and effective.
On the fourth consecutive day, the council continued debate on the performance of the union, taluka and district councils after their creation in August last year.
The issue of water shortage again echoed in the council when some members said that Wasa and HDA chiefs had turned a blind eye to the water-related problems of the residents.
Initiating the debate, Khushnud Ali Khan said that the bureaucrats had thought out a plan to destroy the local government system and the NRB should review the devolution system.
He said that the elected representatives were deeply disappointed as they were not able to work for the people.
Babu Ramzan Arain said that it appeared that the district Nazim had become hostage at the hands of bureaucrats. He was equally critical of the DCO.
Dr Saifur Rehman said that for eight months, water was not provided to his area.
He regretted that when the former DCO, Tariq Ayub, was not getting along with the district Nazim, the members of the district council raised voice against the DCO, but today the same members were being humiliated and the district Nazim remained least concerned about their plight.
He said that the district Nazim had undertaken to bring the development schemes to the house for the approval but it was not done.
He pointed out that 97 resolutions had been passed by the district council but their result was zero and held the district Nazim and Naib Nazim responsible for it.
He said that the people were ready to resort to violence at the district council for solution of the water crisis.
The Qasimabad union council Nazim, Ali Nawaz Kutryo, said that if the district Nazim and DCO stood behind the union council Nazimeen, no EDO or DDO would transgress his authority.
Raising his finger at the vacant seats of the UC Nazimeen, he said that had they been pleased with the district council, the house would not have been empty.
He said that despite assurance, Wasa managing director did not provide water to his area.
Dr Aziz Gaddi said that Makhdoom should have presented the performance report of his district government. He added that the district Nazim admitted his mistakes but he did not take any measures to rectify them.
He said that no one wanted to tell how the Khushal Pakistan Programme schemes were identified, approved and executed.
He deplored that the city had become a heap of garbage and urged the members to get united to end the system of Dastori, a method under which the sweepers gave half of their salary to the council to keep their private jobs going without any difficulty.
He said that measures should also be undertaken to receive professional fees in each union council and asked the convener about the share of Hyderabad in the common pool.
Ehsan criticized the HDA for revising its water tariff despite the fact that water was not provided to the people.
He deplored that free books were not distributed in the urban areas of the district.
He said that the district Nazim had assured judicious distribution of funds among union councils but some union councils were discriminated against.
The convener, Nawab Rashid Ali Khan, adjourned the session for Saturday.
