ISLAMABAD, June 13: Downward trend in revenue collection started in July-September quarter at the rate of 3.2 per cent, according to Economic Survey of Pakistan for 2001-2002.

The indirect taxes declined by 5.1 per cent during the July-Sept period, while the direct taxes registered a marginal growth of 2 per cent.

Further break-up showed, that the revenue under the head of customs declined by 23 per cent and central excise duty by 22.3 per cent in July-Sept period.

It was only the sales tax, which registered a growth of 9.9 per cent during the same period.

Elaborating the reasons for decline, the survey says, that the impact of 9/11 was more pronounced during the period of October-February. The indirect taxes were the main victim of Sept 11 event.

Indirect taxes declined by 11.6 per cent during the Oct-Feb period, however, it registered a growth of 9.9 per cent during the March- April period of this year.

And the direct taxes registered a growth of 10.7 per cent during the ten months of the current fiscal over the corresponding period of last year despite the 9/11 events.

According to the report, the collection of income and corporate taxes through voluntary payments has registered an increase of 44 per cent during the nine months of the current financial year as compared to the same period of last year.

Similarly, both individual income tax payers and corporate# taxpayers have increased by 15.9 per cent and 10.5 per cent respectively during the same period.

The report says the custom collection has been the main victim of the 9/11 events. The customs revenue declined for a variety of reasons including the decline in volume of imports, appreciation of exchange rate and decline in unit values.
