Policy evolved for officials’ promotion
ISLAMABAD, Jan 20: The government has decided to give 50 per cent weightage to the performance of officers and 50 per cent to the judgment and wisdom of the selection board for the promotion of senior bureaucrats of BS-19 to 21.
Official sources told Dawn that under the recommendations of the secretaries committee, the revised promotion policy also envisages broadening of the selection board by involving secretaries of all ministries and divisions.
In case of the management group and police service, the chief secretaries and inspectors-general of police of all provinces would also be co-opted as members of the central selection board.
A formal summary to this effect has been submitted by the establishment division to the chief executive for approval on the recommendations of the secretaries committee.
The committee, headed by secretary cabinet, comprised secretaries of establishment division, defence, labour and manpower, housing and works, petroleum, revenue division, planning and development and information and additional secretary (CP) establishment.
According to the summary, for posts in BS-19 service record, including performance evaluation reports (PERs), performance in promotion examination, training institutions and disciplinary record, would have 50 per cent weightage in the determination of the suitability for promotion and 50 per cent marks would be given to the collective judgment of the selection board.
For promotion to posts in BS-20 and 21, 40 per cent weightage would be given to the service record and 60 per cent to the collective judgment and wisdom of the selection board.
The new criterion for this policy has also been prescribed in the report with minimum number of PERs in each basic scale as well as minimum threshold of PER grading or quantified score.
For promotion to BS-18, at least three PER in BS-17 would be required along with minimum quantification threshold of 50 marks in PERs for grade 17. For BS-19, at least five PERs in BS-18 would be required with minimum threshold of 60 marks in PERs for BS-17 and 18.
