LAHORE: Rules for commissions on police

LAHORE, Oct 10: The Punjab government has notified the Punjab Police (Constitution of Public Safety Commission) Rules, 2001, to provide for the creation of commissions to supervize the functioning of police.

According to the rules, the number of members of the commission for each district including the capital city district will be fixed by the provincial government through a notification.

Half members of the district commission will be elected by the zila council from amongst its members and the rest, to be called as independent members, be appointed by the chief executive from a list of people to be recommended by a selection panel.

Three members of the capital city commission will be elected by the zila council from amongst its members and three be elected by the provincial assembly from amongst its members in proportion to the strength of the political parties in it. Till the election to the provincial assembly, these members will be appointed by the provincial chief executive.

The remaining six members of the capital city commission will be appointed by the chief executive from a list of people recommended by the selection panel. One third of both types of members will be women, and the chairperson of the commission will be elected from amongst its members.

The selection panel for each district will be notified by the government. The capital city selection panel will be headed by the Lahore High Court chief justice and comprise one nominee each of the chief executive and the Zila Nazim.

Each district selection panel will be headed by the district and sessions judge and one nominee each of the chief executive and the Zila Nazim.

The term of each of the panels will be four years and the Zila Nazim will inform the provincial local government secretary of his nominee within 15 days of the notification of these rules.

The selection panel will invite applications from individuals or nominations from organizations for the selection of independent members through advertisements in national newspapers. The candidates will be interviewed and the selection will be recommended to the government within 30 days.

The local government secretary will send a requisition within 15 days of the notification of these rules to Naib Nazims of districts, specifying the number of the elected members of the commissions.

The session of the zila councils will be held within seven days of the requisition to elect the members through a secret ballot. Candidates securing the highest votes will be declared successful. One member of each commission will be a woman.

The government will appoint a civil servant not below BS-17 secretary of each commission.
